History

1995-Present

The Association was formed in 1993, by criminal justice professionals, to promote and facilitate the exchange of criminal street gang intelligence and information among criminal justice professionals actively involved in the investigation and prosecution of criminal street gangs and criminal street gang members. The main goal of the Association is too effectively and positively impact and eliminate the effects of gang violence and gang related crimes perpetrated by gang members whose actions adversely affect and constitute a threat to the public.

The Association also created an Executive Board, which is comprised of active Association members elected into specific positions by a majority vote of the active Association members in attendance at the annual training conference. Elected positions shall include the President, the Regional Vice Presidents and the Sergeant at Arms. Executive Board elections are held every two (2) years and there is currently no limit to the number of years a board member can serve.

From the beginning, the Association has always held an annual training conference in October. The purpose of this conference is to promote gang awareness and advocate and encourage the development of new techniques that will aid criminal justice professionals in the identification, documentation and prosecution of criminal street gangs and their members.

A meeting was held at the Metro-Dade Police Department at 10:00am regarding the development of the Florida Gang Investigators Association. In attendance at the meeting were the following individuals:

• Lori Lee Perez – ATF
• Tony Prieto – Metro-Dade Police Department
• Mitch Reiss – Metro-Dade Police Department
• Bob Riker – Metro-Dade Police Department
• Joe Rimondi – Miami Police Department
• Alberto Roque – Metro-Dade Police Department
• Hector Rosello – Metro-Dade Police Department
• Andy Soto – Miami Beach Police Department
• Thomas Swart – Homestead Police Department
• Carlos Vazquez – Metro-Dade Police Department
• Mike Washam - FDLE

During this meeting, Officer Nominations were held to establish the Interim Board of Directors. The following officers were nominated and voted in by unanimous decision:

President - Tony Prieto – Metro Police Department

1st Vice President – Nancee Halloran – ATF

2nd Vice President – Mike Washam – FDLE

Secretary – Lori Lee Perez – ATF

Treasurer – Andy Soto – Miami Beach Police Department

Sergeant at Arms – David Lanier – South Miami Police Department


After the selection of the Officers, executive committees were established to facilitate the immediate needs of the association. The following committees were developed:

• Recruitment/Correspondence Committee: This committee was responsible for all areas of recruitment and correspondence relating to recruitment.

• Incorporation Committee – This committee was responsible for securing the proper documentation with the State of Florida to incorporate the association.

• By-Laws Committee – This committee will be responsible for ensuring that any and all changes to the initial by-laws be made as well as seek legal counsel.

• Site Selection/Program Agenda Committee – This committee was responsible for selecting any and all sites for any conferences and/or training sessions to be held by the association. They will also be responsible for all aspects of the program agendas regarding any conferences and/or training sessions.
